Rocky Goins '84

Tulsa, OK, Chapter Trustee

Rocky Goins, U.S. Naval Academy Class of 1984, is president of Leading Light Development and Construction Consulting where he partners with and assists his clients in site acquisitions, development, construction, and renovations of senior living communities throughout the nation. During his senior living development career, Goins has served in leadership capacities in three of the top companies in the industry and has been involved in the development of over 70 senior living communities.

With an engineering degree and a Top-Secret rating upon graduation, Goins entered the Civil Engineering Corp as an Assistant Resident Officer in Charge of Construction for N.A.S. Oceana, N.S. Dam Neck and Seal Team 6. Subsequently, Goins was selected into the Navy Seabees, Naval Mobile Construction Battalion 40, where he was the Assistant Operation Officer in Rota, Spain, Delta Company Commander and ultimately the Officer in Charge of the Diego Garcia Detachment.

After leaving the Navy, Goins entered commercial real estate development, initially developing Florida grocery anchored shopping center projects, and, when with The Rouse Company, developed the company’s Capital Program for their $6 billion portfolio. With Rouse, Goins was the lead project manager on multiple noteworthy master planning and projects including Kendall Town Center and the renovation of Faneuil Hall Market Place in Boston and Bayside Marketplace in Miami.

Goins is married to Lynn Flinn, who, through their philanthropic foundation, are involved in many social and health causes in their Tulsa community with a special passion for minority education and empowerment in north Tulsa, OKETHICS, American Cancer Society and American Heart Association. Goins’ volunteer and philanthropic efforts include USNAA Tulsa Chapter President, USNA President’s Club, chair of Congressional First District Academy Selection Committee, U.S.S. Tulsa Plank Owner, past chair and current Baron of Tulsa’s American Cancer Society, past chair of Florida’s Methodist Conference Long Range Strategic Planning Committee and Trustee of Asbury Church, one of the largest Methodist churches in the nation. His father Allen, is a retried Commander from the Civil Engineer Corps and USNA Class of 1961. Rocky and Lynn are proud of their three grown children, Tori (Cornell NROTC graduate), Brian and Kasey. Goins has an MBA degree in Organizational Behavior from The Johns Hopkins University.
