Lieutenant Colonel Fagan graduated from the United States Naval Academy Preparatory School in Newport, RI in 1985 and the U.S. Naval Academy in 1989. Lieutenant Colonel Fagan tours of service in the Marine Corps include Special Liaison to the Ministry of the Interior of Iraq in 2005 and 2006. The Joint Multi-National Team he commanded was responsible for securing the border around the entire country of Iraq and for training the Iraqi people how to not only protect their Sea, Air and Land Ports of Entry but also to regulate customs and effectively raise revenue for goods and services coming into the country. In 2009, Lieutenant Colonel Fagan served in the Marine Corps Office of Legislative Affairs and part of his responsibilities included honor services for Marines buried in Arlington National Military Cemetery.  Lieutenant Colonel Fagan left Legislative Affairs early in order to assume Command of the Marine Corps Liaison Detachment at both Bethesda and Walter Reed. The Marine Corp Liaison Team was responsible for all non-medical care for Marines, Corpsmen, and others who were on one of the three weekly medivac flights from Landstuhl, Germany to any of the five hospitals under Lieutenant Colonel Fagan’s command. LtCol Fagan served in this position from 2009 until 2012 and assisted with the merger of Walter Reed Hospital in DC and Bethesda National Naval Medical Center to the Walter Reed National Military Medical Center that currently operates today. 
 
In 2014, Lieutenant Colonel Fagan began working with the United States Naval Academy Alumni Association.  He is the Director of Member Programs & Services.
 
Lieutenant Colonel Fagan is the proud father of Tara Fagan, a senior at Duke University, and James (JJ) Fagan, a third grader at Windsor Farm Elementary School in Annapolis.  Lieutenant Colonel Fagan has a Master’s Degree in Business Administration from Boston University.
